Kosovo does not apply European regulations: its regulation (AAC) 01/2026 (signed on 22 January 2026, repealing regulations 01/2017 and 01/2021) falls under the AAC (the civil aviation authority). Drones are classified by mass: A1 (250 g to 1 kg), A2 (1 to 4 kg), A3 (4 to 25 kg), A4 (25 to 150 kg). Excluded are drones under 250 g (subject to conditions on speed, a range of 15 m and a height of 30 m) and State drones.
- Height: 120 m above the ground; flight in direct sight (VLOS), no more than 500 m from the pilot, outside controlled airspace.
- Distances: at least 30 m from people, animals and installations; at least 120 m from gatherings of people; radii of 1 to 2 km are set around the border, Pristina airport and military bases (art. 8.4).
- Minimum age: 16 for categories A2, A3 and A4, with medical fitness and an exam.
- Daytime only; night flight or a special event: authorisation from KFOR, the Police and ANSA requested 30 days beforehand.
- Prohibited: carrying goods or passengers, dropping objects, alcohol and substances, filming government buildings, KFOR, EULEX and diplomatic missions without written authorisation (the drone may be seized by the Police or KFOR).
2 · Zones: the KANS KMZ file
There is no official app. The air navigation agency KANS publishes a KMZ file “Drone and UAS — restricted areas” (21 polygons: border, Pristina airport, KFOR bases, exclusion zones, firing ranges), accessible without an account and modified on 21 July 2026; it carries neither a height nor a validity date, and no licence is stated. Every operation requires authorisation from KANS AIS at least 3 working days beforehand, for civil-military coordination.
⚠️ Glydar’s map does not display Kosovo’s regulations: the KANS restricted-zones KMZ file prevails, to be consulted before each flight — see coverage, country by country.
3 · Registration, exam and insurance
- Registration: mandatory before any flight, with the AAC (application at least 5 working days beforehand, with ID, criminal record, photos, manual and declaration). Valid for 4 years. Fees: €25 (A1), €50 (A2), €125 (A3), €250 (A4). The drone carries a QR code.
- Exam: fees of €25 (A2), €50 (A3), €75 (A4); 75% correct answers; certificate valid for 4 years.
- Insurance: third-party liability insurance is required “if the law on compulsory traffic insurance requires it”: the text is conditional.
4 · FPV and night flying
FPV: the regulation requires direct sight; no explicit mention of FPV or of an observer is given.
At night: flight is permitted in daytime only; night flying requires authorisation from KFOR, the Police and ANSA.
5 · Before every flight
- Check the KANS KMZ file; KANS AIS authorisation 3 working days beforehand.
- Registered drone (4 years); 16 years old from A2; exam.
- Daytime only, direct sight, 500 m at most; 30 m from people, 120 m from gatherings.
This guide simplifies — it replaces neither the official texts nor an up-to-date check. In case of doubt: the Kosovo AAC (civil aviation authority).
6 · Penalties: what the law says
The regulation (art. 15) refers to articles 96 and 97 of law 03/L-051 on civil aviation and to regulation (AAC) 02/2019 on administrative fines:
- €50 to €2,000 for the responsible person (owner or operator) who flies in breach of the regulation’s conditions (point 12.2 of regulation 02/2019); €2,500 to €15,000 for a legal entity.
- The law (art. 97) caps the administrative fine at €150,000 per offence; an individual who obstructs the AAC risks up to €10,000 (art. 96).
- No criminal penalty is given in the sources consulted.
The exact attribution of the €50 to €2,000 amount at point 12.2 is not unambiguous in the layout of the scale. The text of the law prevails, not this page.
7 · Your responsibility, and what Glydar does
Glydar informs; it exempts from nothing. This guide draws on official sources but is not an official source, does not guarantee their completeness or that they are up to date, and does not constitute flight authorisation.
The remote pilot remains solely responsible for their flight and its compliance, as the terms of use recall. Everything needed to check is within reach: coverage, country by country, the official map and the texts cited below.
