Flying a drone in North Macedonia: the regulations guide

Updated · October 2026 · 4 min · AЦВ / Aviation Act sources

1 · The open category

North Macedonia is not a member of the EU but applies the European regulations 2019/945 and 2019/947 through a national regulation (Правилник за воздухоплови без екипаж, Službeni vesnik 115/2024, in force since 1 September 2024). The authority is the AЦВ (the civil aviation agency). It presents three categories (open, specific, certified) and, in the open category, subcategories A1, A2 and A3 — see the European framework.

  • Height: 120 m at most, within direct line of sight.
  • Minimum age: 16 years; a minor flies under the supervision of an adult.
  • Distances: not over crowds; at least 100 m from objects important for security and from state bodies; operations are prohibited within a radius of 3 km of the border zone.

2 · Zones: the AЦВ official map

The AЦВ publishes a public “Airspace reservation” map (drone.gov.mk): prohibited zones, temporarily prohibited zones, planned flights and active flights; it counted 52 permanent zones on 9 October 2026. Flights are declared on the same portal (see the next section).

  • The map data is not published under an open licence: the site carries the notice “© Copyright CAA All Rights Reserved”.

⚠️ Glydar’s map does not display North Macedonia’s regulations: the AЦВ official map (drone.gov.mk) prevails, to be checked before every flight — see coverage, country by country.

3 · Registration, exam and insurance

  • Registration: only the operator is registered, not the drone. It is required for a drone of more than 250 g, or able to transfer more than 80 J on impact, or fitted with a personal-data sensor (camera, microphone), including an FPV drone under 250 g with a camera. Registration is free and is done online. An operator already registered in the EU must register again. The validity period is not given in the sources consulted.
  • Flight declaration: mandatory for all drones, whatever the mass, on drone.gov.mk.
  • Exam: A1/A3 online; certificate of competency valid for 5 years. No compulsory exam under 250 g.
  • Insurance: compulsory for drones of more than 500 g (Compulsory Traffic Insurance Act, art. 47).

4 · FPV and night flying

FPV: no specific Macedonian rule is given in the sources consulted; the European framework requires direct line of sight or an observer.

At night: possible if the drone carries at least one flashing green light.

5 · Before every flight

  • Consult the AЦВ map and declare the flight on drone.gov.mk, even under 250 g.
  • Operator registered (free); insurance above 500 g.
  • Border: 3 km. Security sites: 100 m. Night: flashing green light.
This guide simplifies — it replaces neither the official texts nor an up-to-date check. In case of doubt: the AЦВ (the civil aviation agency).

6 · Penalties: what the law says

The Aviation Act (SV 14/24, art. 160) penalises failure to comply with the safety conditions for drone operations (art. 31, para. 1):

  • From €150 to €250 (in dinars at the equivalent value) for an individual (art. 160, para. 3).
  • For legal persons, the article provides for higher fines.
These are amounts from the text published in 2024; later amendments of the Act have not been rechecked. The text of the law prevails, not this page.

7 · Your responsibility, and what Glydar does

Glydar informs; it exempts from nothing. This guide draws on official sources but is not an official source, does not guarantee that they are exhaustive or up to date, and does not amount to authorisation to fly.

The remote pilot remains solely responsible for their flight and its compliance, as the terms of use recall. Everything needed to check is within reach: coverage, country by country, the official map and the texts cited below.

FAQ

Can I fly FPV alone, without an observer?
The sources consulted give no specific rule: the European framework requires direct line of sight or an observer who assists the pilot.
Can I fly at night?
Yes, with at least one flashing green light on the drone.
Do I have to declare my flight with a drone under 250 g?
Yes: the flight declaration is mandatory for all drones, whatever the mass.
Does Glydar display North Macedonia’s zones?
No. Glydar’s map does not display North Macedonia’s regulations — see the coverage. The AЦВ official map is to be checked before flying.
What is the risk in case of an offence?
From €150 to €250 for an individual, according to the Aviation Act. See the Penalties section.
Is there a specific category? Why does this guide not cover it?
Yes: operations that fall outside the open category come under the specific category. Glydar does not cover it: it is aimed at pilots who fly mostly for leisure, so in the open category, and a short, checked guide is better than an approximate one on a more complex regime. The official guide is the AЦВ’s: the specific category.
Is this guide enough to fly in compliance?
No: it simplifies the open category and points to the texts. The responsibility for checking is yours — see the Responsibility section.
