1 · The open category
Albania applies the European regulations through two orders: Order 143 of 18 July 2022 (operating rules and procedures, 2019/947) and Order 114 of 6 June 2022 (aircraft systems and operators, 2019/945). The authority is the AAC (civil aviation authority); these rules apply to all drones, recreational or professional, whatever the weight — see the European framework.
- Height: 120 m above the ground, in direct line of sight (VLOS).
- A2: 30 m from uninvolved people, 5 m in low-speed mode. A3: 150 m from residential, commercial, industrial and recreational areas. The AAC also states that a drone under 250 g may fly up to 50 m from people and over them, but not over crowds.
- Minimum age: 16 years in the open and specific categories, with exceptions (A1 with a C0 toy, supervision, etc.).
2 · Zones: the Albcontrol AIP
For restricted zones, the AAC page refers to the Albcontrol AIP (airports, heliports, zones set by the AAC: flying prohibited without special authorisation). Order 143 (art. 15.3) provides for UAS zones to be published in a single digital format; no UAS zone map or data is published at the date of the survey (9 October 2026).
⚠️ Glydar’s map does not display Albania’s regulations: the Albcontrol AIP prevails, to be checked before every flight — see coverage, country by country.
3 · Registration, exam and insurance
- Operator registration: for a drone of 250 g or more, or able to transfer more than 80 J, or fitted with a personal data sensor (except a toy), and for any operation in the specific category. Only Albanian residents and companies established in Albania can register. The operator identifier and the certificate are valid for 3 years. The price is not stated in the sources consulted.
- Exam: remote pilot certificate for a drone of 250 g or more (online A1/A3 exam); A2: theory test with the AAC.
- Insurance: Order 143 speaks of a policy “if the legislation in force requires it”; no general obligation is stated in the sources consulted.
4 · FPV and night flying
No Albanian rule specific to FPV or night flying is stated in the sources consulted; the European framework applies (observer for FPV, flashing green light at night). The AAC table mentions the drone observer.
5 · Before every flight
- Check the Albcontrol AIP: airports, heliports, restricted zones.
- Operator registered (resident); remote pilot certificate from 250 g.
- Height: 120 m. Distances: A2 30 m, A3 150 m.
This guide simplifies — it replaces neither the official texts nor an up-to-date check. In case of doubt: the Albanian civil aviation authority (AAC).
6 · Penalties: what the law says
Penalties are set by the Air Code (law 96/2020) and other texts. The sources consulted state only:
- Breaches by economic operators of Order 114 are dealt with under the legislation on market surveillance of non-food products (art. 21).
- Order 143 contains no quantified penalty. No quantified fine for a remote pilot is stated.
The 2020 Air Code is not available in the sources consulted. The text of the law prevails, not this page.
7 · Your responsibility, and what Glydar does
Glydar informs; it exempts from nothing. This guide draws on official sources but is not an official source, does not guarantee their completeness or that they are up to date, and does not amount to a flight authorisation.
The remote pilot remains solely responsible for the flight and for compliance, as the terms of use recall. Everything needed to check is within reach: coverage, country by country, the official map and the texts cited below.
